Mark Pesonen is the CEO of MuniRisk Ltd. He was previously the CEO of Bloomberg Enterprise’s Products & Solutions Group.
Mark has over 35 years of experience building profitable businesses by cultivating highly talented Information Technology teams.
In 2008, at the invitation of Bloomberg co-founder Tom Secunda, Mark joined Bloomberg LP to oversee the launch of its new Enterprise Products & Solutions Group. Under his leadership, EP&S grew to position Bloomberg as a significant new player in the cloud-based, managed services arena, releasing products such as its rapidly growing Application Portal.
Mark’s previous management experience includes:
- Principal and CIO for the Fixed Income Division of Donaldson, Lufkin & Jenrette Securities Corporation
- Founding Partner and SVP in Technology Solutions Company's, a technology integration services provider that was taken public by Goldman Sachs in 1991
- CEO at Panther Express Corp., a VC-funded technology startup providing content delivery services
His independent consulting experience includes:
- Multiple players within the New York financial community, including Citigroup, Bankers Trust, and Fidelity Investments
- The reorganization of DoubleClick’s technology and operations functions
Mark holds a degree in Computer Science from SUNY and studied Computer Application & Information Systems at NYU.
Thomas (Tom) Cox
COO, Munirisk LTD
Tom Cox is the COO of MuniRisk Ltd. He also serves as COO and CTO of Teknavo, a technology provider to the financial services sector. Tom was previously CIO of Global Fixed Income at Credit Suisse.
Tom has over 30 years of experience developing and implementing technology solutions for the financial services industry, including research, investment banking, retail banking and the commodities markets.
Tom joined Credit Suisse in 2001 post its merger with Donaldson, Lufkin & Jenrette Securities Corporation (DLJ) where he was the co-head of Fixed Income Technology. As CIO, Tom was responsible for strategic planning, application development, deployment and infrastructure for a global staff of 2,000 people. While at Credit Suisse, he also led the development of mortgage technology platforms for residential and commercial real estate globally, as well as across origination, trading, risk management. His past work for the financial services firm also includes the reengineering of high yield trading technology.
Tom is a graduate of Pace University holding a B.B.A. in Management Information Systems.
Founder & HEad of Product, MuniRisk™
Chris Foster is the Founder and Head of Product for MuniRisk™. He was previously a portfolio manager at Wachovia Bank N.A. before its 2008 acquisition by Wells Fargo and the head of the Municipal Credit practice area at NewOak Capital.
Chris has over 15 years’ experience within high yield debt, public finance and complex asset-based credit products. Leveraging his work as a market practitioner, Chris led a team of analysts to design MuniRisk™, a credit tool originally developed in-house for client-facing municipal portfolio evaluation.
Prior to MuniRisk™, Chris was a senior credit analyst at Brencourt Advisors and at the Clinton Group, where he specialized in hybrid corporate/asset crossovers, including global financials and credit sensitive corporate and public finance.
Chris brings direct portfolio management experience to MuniRisk™ users as a former PM in the institutional asset management division of Wachovia Bank N.A. There, he managed over $6.5 billion of multi-sector assets across several long and short market strategies and funds.
A fixed income expert, Chris provides market commentary for a variety of media outlets, with insights appearing in such publications as The Bond Buyer, Barron’s, Bloomberg, Reuters and EuroMoney.
Before he began his career on Wall Street, Chris worked for the NYC Office of the Mayor and was educated in the sciences at the University of Tennessee and Columbia University.
Head of BUSINESS DEVELOPMENT, MuniRisk™
Greg Usry is the Head of Business Development for MuniRisk™. A municipal finance veteran, he has held senior management roles at Citi, as well as Rosemawr Management, a hedge fund focused solely on municipal special situations and distressed investing.
Greg has over 30 years of experience in all aspects of municipal finance, including both buy and sell side management. In addition, he brings significant strategic business development and investor relations experience, having sourced relationships for and successfully launched multiple funds during his career.
Before joining Rosemawr as a principal and Head of Origination, Greg was a managing director at CapRok Capital where he managed municipal bond sales and trading. While at CapRok, Greg was retained by two of the monoline bond insurers as a consultant on their liability portfolios. In addition, he was hired as an expert witness and consultant to the Lehman Bankruptcy estate on municipal matters.
Prior to CapRok, Greg was a partner at Dewhirst Properties and Talisker Capital Management, leading business development and fundraising initiatives. From 1993 to 2008, he was at Citi Global Markets where he was responsible for issuer derivatives, bond reinvestments and structured credit products. During his tenure at Citi, Greg was Co-Head of the Municipal Credit and Financial Products Group and was a member of Citi’s Municipal Securities Division operating committee. He was also a member of the MSRB’s standing committee on municipal new products and was a co-author of BMA’s Municipal Derivatives Dealer Best Practices.
Greg started his career at EF Hutton and JPMorgan in public finance, specializing in the public power and utility finance sectors. He attended Clemson University, graduating with a B.S. in Financial Management.
He holds a Series 24, 63, 7 and 53.
James (Jimmy) Frischling
Director & Principal, MuniRisk LTD
Jimmy Frischling is a Director and Principal of MuniRisk Ltd. He is also the President and Co-Founder of consulting firm NewOak Capital.
Jimmy has 27 years of experience in financial services, particularly within capital markets. An expert in complex financial instruments (e.g., structured products such as CDOs, CLOs, RMBS and ABS), Jimmy has testified in matters relating to market practices and participants, investment guidelines, suitability, portfolio and collateral construction, liquidations and auctions, structural features, representations and best practices. He has also led teams on large investigatory assignments.
Prior to NewOak, Jimmy was an executive at Fortis Securities and served as Head of U.S. Structured Credit where he oversaw more than $5 billion in structured assets. He appears regularly as a market commentator on the Fox Business Network and various other media outlets.
Jimmy holds a B.A. from Wesleyan University and an M.B.A. from Columbia Business School.

Jay Palmer is a Director and Principal of MuniRisk Ltd. He is also the Founder and CEO of Teknavo, a technology service and product provider to the financial services sector.
Jay has over 15 years of experience in delivering front office technology solutions to the global investment community, including firms such as Merrill Lynch, Credit Suisse and Deutsche Bank. Based on extensive research into client needs, Jay has pioneered the Teknavo approach, designed entirely around the client organization.
He also brings expertise in recruitment and retention drawing from his background in building one of London's most successful technology recruitment consulting companies that also specializes in the financial services market.
Jay enjoys long established relationships with many of the leading Chief Technology Officers in the financial services industry who look to him to advise and deliver on their technology strategies. Jay is known for his energetic leadership style and his total commitment to client service.
